Pillar 2: Action Area

Action 2.1

A Cultural Ambassador’s Toolkit

A green space next to the church

We’re recommending that the Cultural Compact oversees the further development of this shared cultural narrative – what makes us strong, unique and global – and from it creates a toolkit for those in the sector and those who advocate for the city to share far and wide. It would be a narrative shaped from all we’ve heard during engagement carried out for this strategy and would include the narrative itself, key facts and data, case studies and even some supporting visuals.

Action 2.2

Develop a City Attractions Pass and Residents Culture Pass

Aligning with our tourism plans, and working with colleagues across the city, we recommend developing a City Attractions Pass and Residents Culture Pass, and explore their potential for increasing local access to culture as well as being a strong added value asset for visitors.

A culture-focused pass for Birmingham could be a multi-attraction ticket or membership programme designed to provide visitors with access to a curated selection of the city's cultural highlights, including museums, performance venues, historic sites, and unique local experiences. It could also dovetail into the action above in this framework, around micro-philanthropy.

A pass could potentially have tiered levels of access, accommodate repeat visits, and could cover a blend of core cultural venues – Birmingham Museum & Art Gallery, Thinktank Science Museum, Birmingham Royal Ballet, Symphony Hall, the Hippodrome – plus historical sites – Aston Hall, Sarehole Mill (which inspired Tolkien’s Middle-earth), and the Jewellery Quarter.

Potentially a pass could also distribute tourism impact more widely across the city, and if used digitally and in an agile way, help to encourage off-peak visits and extended economic impact through connections to local dining, shopping, and transport. A pass for residents would support efforts to widen access to culture, particularly to underserved and less affluent communities.

Action 2.3

Signposting and curation of cultural activity

There is an expressed need for greater visibility and awareness of cultural programmes and opportunities across the city. We recommend an early ‘beta’ phase project to collate, curate and disperse listings, events and initiatives that are happening across arts, culture and creativity in Birmingham, including the wider promotion of existing listings and reviews.
